Job Description:
The Director Government Product Development will be responsible
for providing vision and leadership for HAP's government product
portfolio. The Director of Government Products will develop and
implement tactical product strategies designed to capitalize on
market opportunities and generate increased demand for HAP's
Government products. Leads activities of Product Development,
implementation, and ongoing management of all HAP Government
Products, benefits, and programs; partnering with other departments
on the development and implementation of specific strategies to
streamline processes and enhance member satisfaction and growth.
Integral in supporting HAP's strategy for growth and retention of
HAP membership. Develops best practices for all aspects of product
implementations and executes those best practices, managing
launches for all products. In addition, creates innovative ways to
implement products. Successfully ties the process of establishing,
maintaining, and managing benefits that align with products,
clinical policies, and provider network requirements. Will also
oversee compliance monitoring for compliance-related policies
assigned to the Government Product area.This position will have a
responsibility to interface with governmental bodies related to
plan rules and regulations and overall impact for the product. This
individual serves as Government Product subject matter expert for
the organization.DUTIES AND RESPONSIBILITIES
- Develop and manage the operational and tactical functions of
the Government Product Development process in developing, managing,
implementing and launching products to the market.
- Lead the design and implementation of all Government Products.
Lead product expansion area initiatives and overall product
performance.
- Conduct new product development activities from idea generation
through concept development, product design, financial assessment,
and product launch. Escalate and resolve issues as
appropriate.
- Lead annual process to determine upcoming year benefits,
pricing, service area expansion, etc. Gather data necessary for
bids/product filings, working with Underwriting, Actuaries, Sales,
Product Development, Pharmacy, Network Development, Compliance and
other areas as appropriate.
- Lead cross-departmental training for all Government product
lines to ensure that all departments are aware of requirements and
dates. Maintain and review performance metrics (dashboard) and
report to leadership.
- Develop an awareness of market trends in leading markets and
stay abreast of governmental initiatives that impact product
development. Coordinate regulatory filings, provider contracting,
infrastructure impact assessments and development pertaining to
new/changed products.
- Ensure all products are compliant with regulatory directives
and state/federal laws and policies. Serve as product expert and
relationship manager to core clients. Provide consultative guidance
to insight to internal and external customers.
- Utilize product portfolio management to monitor, measure and
assess product performance. Identify potential product adjustment;
assess change impact and design and implementation changes. Ensure
that Product strategies are continually linked to overall HAP
Strategy.
- Provide coordination and oversight for Marketing related
collateral material ensuring that all material appropriately
coincides with product intent, features, and regulations.
- Maintain primary level of contact with outside consulting firms
and companies associated with leading edge product development.
Participate in workgroups for CMS. Attend annual training and
conferences, as necessary.
- Hire and continually develop staff to ensure that they have the
necessary skills to perform their jobs. Evaluate performance and
identify training and career development needs. Provide overall
direction to the Product Development staff through the delegation
of projects, team meetings, and assignments to satisfactorily meet
departmental and corporate goals and objectives.
- Perform other related duties and lead project initiatives as
assigned.REQUIREMENTS/QUALIFICATIONS:
- Bachelor's degree in business, Health Care or related field
required.
- Master's degree preferred in business, health care
administration or product development.
- Minimum of 3 years of management experience.
- Minimum of 5 years of product subject matter expert
experience.
- Strong knowledge of managed care products, health insurance
benefit design and underwriting principles applied to health
care.
- Must have demonstrated leadership abilities, negotiation and
interpersonal skills, written and oral communications skills and an
ability to lead and work in teams.
- Must have excellent analytical skills, organizational abilities
and the capability to undertake project management duties.
- Highly developed planning, organizing and motivational
skills.
- Self-motivated and goal oriented.
- Analytical, problem solving and decision-making skills.
- Excellent oral presentation and written communication
skills.
